Houses waiting to be demolished by the local council. The plan is to get rid of all the houses on the street and build some nicer ones. It's not always easy as you get cases like this one where one owner refuses to sell and the whole street becomes an eye-sore. Usually they are holding out for more cash, thinking that the council will be eager to move them on and be willing to pay through the roof. What actually happens is that it stays like this for ages and ages until the owner gives in. People are greedy!
